After the filing of the reply in the court, before the judgment is passed, any person other than the defendant in the petition, if he wishes, discloses the basis and reason that he has a right, interest, claim or interest in any case under consideration in the court and that his right, interest, claim or interest will also be affected by the decision of such case.
